I wonder if the clients get citations too. I would think the guide would be solely responsible since they may or may not know the rules and can only go on what the he tells them.

Guides shouldn't just know the laws and regulations they should be able to accurately inform their clients of them as well. A guide intentionally keeping undersized fish is just plain stupid.

I would guess that everybody got tickets, I believe that you are responsible for knowing the regulations that apply wherever you are, copies are free and not hard to find. I know the JP in my area and I doubt that she would accept "Bubba told me" as an excuse, I sure wouldn't if I was the judge. I agree with the poster who said that if it was close it goes back, I don't need fish that bad.
