Find a good used reel for a bargin and flip the savings into the cost of a new rod. This is your best option to get both rod and reel that's worth the money at $100 bucks.

Go to academy and get an H20 mettle for 50$! Great real! If your on a really tight budget look at the Berkeley lightning rods for 32$ or spend around 60 for a decent all-star rod. Any of those combos will be more than enough to learn on and will last as they are quality products.

Buy a decent reel to start off with, I see people buy cheap (30-40 dollar) reels to get learn with and those are harder to learn with because they are not as smooth.

Like many people have said, the H20 Mettle is a great reel to start with. It's a 10 bearing $50 dollar reel, but it's throws like a $100+ reel. Also, the BPS Pro Qualifier reel would be an awesome starter.

Good luck. You be glad you learned how to use a baitcaster.

Get a Lew's Speed Spool.
Many rods will do. Medium action, 6.5 ft., graphite.
A Falcon FC-5-166 would be a great first rod.

BPS pro qualifier is a great starter reel. That is the one I started with just 3 years ago.
