Heavy Clousers. Fluorocarbon leaders. Intermediate to full sink line. Crabs. Spoons. If it's shrimp season and the boats are in close, shrimp patterns.

I generally use a lot of clousers like texasflycaster mentioned, but I will also throw topwaters like crease flies early and late. Keep in mind that the more aerodynamic your fly the easier it will be to chuck into the headwind - surf fishing guru Billy Sandifer pretty much sticks to clousers and a heavily weighted baitfish pattern reminiscent of an EP minnow. The weight is to help punch through the wind and then get down quickly in the water column. Using intermediate lines (as mentioned above) will also help with the wind and help avoid the surf action somewhat.
