What does the trim tab actually do and how do you know you if it needs to be adjusted? If it does - what is the procedure?

It acts to correct or off-set steering torque by directing water in the opposite direction of the torque generated by the prop. You need to adjust the tab if its hard to turn the steering wheel in one direction, you have to hold pressure to prevent steering wheel from turning while going straight. Turn tab same direction boat wants to go in small increments and test.

I believe that what you are describing is the item circled in red in the picture below.

The item boxed in blue can also be referred to as trim tabs. These pictured are home made and are not designed to be adjustable. There are also some on the market that are hydraulic. These are used to level the boat side to side or can be used to adjust the way the boat rides. Here is a link that explains them better than I can.

What I was referring to is the device in the red circle. I have never seen what is in the blue square. New one for me
