The installation guide shows it to be mounted on a vertical surface. However I have a center console w very limited space. Would it be ok to mount it on a flat surface?

I don't think that would be a good idea. 1 - water will pool on the screen and around the buttons. Yes, the units are sealed, but no reason to push the limits. and 2 - you would probably have a hard time getting a good view of the screen due to reflection of light. I think it would be best to mount it with some degree of angle.

The LSS unit would be fine, I think. They just suggest it be somewhere out of the weather.

If you actually mean the Structure Scan module and not the display unit, you sure can. Had mine on the floor of my starboard rod locker for years. No problems. If your talk'in about the display unit ie. HDS 5,7,8 or 10, I tend to agree with Holzer.
