Hubbard Creek in Breckenridge is in your area.

When I was in college there, I use to go to the Abilene State Park lake. It's got some nice fish in it. It's pretty secluded also.Fort Phantom isn't too bad either.

There aren't any creeks or rivers close to Abilene that would be suitable for kayaking, unfortunately. There are several small lakes in the area that get little to no big boat traffic though.

The local TPWD office is a good resource: https://www.facebook.com/tpwdifabilene

They have a nice little booklet of info on all the region's lakes here:

I kayaked all over Ft Phantom. Try around Sailboat Point and over at the park just west of the damn. Lots of fish early in the mornings over there.

pfd, make sure you wear it at all times.
whistle or noise making device.
out early or late you need a 360 degree light
some other tips would be:
make yourself visible, flags, reflective tape
if using an anchor, make it a quick connect and have a knife handy.
I try to avoid the main lake areas where skiers and jet skis are.
wear your pfd at all times.
bright colored clothing is good.
sunscreen and lots of it.
wear your pfd at all times.
