 360 light for kayak

So I was reading this...
Lights Required
All vessels including motorboats, sailboats, canoes, kayaks, punts, rowboats, rubber rafts, or other vessels when not at dock must have and exhibit at least one bright light, lantern or flashlight visible all around the horizon from sunset to sunrise in all weather and during restricted visibility.
And I bought some tektite Mark III lights for my kayaks but did not realize that they were strobe lights when I bought them. Will a strobe work or am I going to have to send these back?

I dont think a strobe would do it. Plus it would get really annoying!

No, a strobe will not work. I use the Tek-Tite Mark III 2-LED, it's really bright.

The bugs will be really confused! I think strobe should be used for distress only. The one I use can be seen real well but I don't like it after fishing the other night. I may be getting old but I was having a heck of a time seeing my pole tips when fishing with multiple rods. I think with the city lights it made it difficult to focus. In the creek the light works pretty well since its darker I guess. I have a couple ideas I'm going to try out with out spending a arm and a leg to do it, or just fish with one pole in hand but what's the fun in that.
