I use a shallow diver. When it catches a weed, I pause and let the bait back up a second before I rip it forward again. It can clear itself from the weed when it backs up.

No real good way. Shallow crank and remove the bottom hook, but it will still get hung sometimes. That shallow around grass I would try top water, weightless fluke or senko, swimbait, and punch it with a jig.
