if you were in a bass tournament bed fishing and your partner got out of the boat and on the bank were he could see the bass and to guide you were to throw your bait because you can not get close enough to see the fish would this be cheating

More than likely yes. Most tournament rules state an angler may not leave the boat.

You may only leave the boat to "potty", get out of an area (Not to get into) or an emergency
What you have asked is 100% ILLEGAL

In alot of Tourneys that would be Immediate DQ for the guy that left the boat.

Depends on the rules, not saying I would see much benefit in actually doing that...but depends on what the rules say about leaving the boat to get a bass in the boat. Do what you can to catch the fish within the stated rules.
I've been bank fishing enough to see that they are quite aware of what's on the bank as well...so I don't see a lot of use in that deal.

Depends on the Tournament Rules. Each tournament has two things. First the state rules and then the tournament rules. Most have something to address it. It's not illegal under TPWD.
Here is one common rule from a Tournament Series:
16.) PERMITTED FISHING WATERS: No fishing is allowed within 25 yards of any manmade structure of the hosting marina. No tube, bank or wade fishing allowed. No fishing is allowed within 25 yards of another tournament boat without mutual consent. Team tournament partners must fish from the same boat. Only contestants may be in the boat during the tournament hours. Hole sitting, or having a non-contestant sit on a hole for you shall not be tolerated. Contestants must be able to get the boat into the fishing area without getting out of the boat. Navigable waters are the only waters to be fished during the tournament. Contestants cannot leave the boat to land a fish. Restricting natural movement of fish by any means such as but not limited to: use of nets, tanks or dams will result in immediate disqualification. Restricting access to waters normally accessible to anglers by any means such as but not limited to: felling of trees or placement of obstructions will result in disqualification.
I would say they left the boat to land a fish. DQ.
It's definitely never ethical.

Maybe he just got out of the boat to tinkle and it just looked like he was pointing at a bedding fish.
