only 10percent of the fish are on the bank during the spawn, get out a little deeper
sponsored by Photo Bucket LLC I'm thinking Nate is probably right.

Reece, I'm not a tourney fisherman, but I can catch one here and there. Kiowa's up in Cooke Co., correct? What's the water clarity like right now? What is the predominant cover/structure that fish there relate too? Grass, wood, rock, shallow, deep?
Give just a bit more background and I'll bet you get some great ideas.

yes its in cooke county and its very shallow like 22-24 feet at the deepest and the fish are in 1-4 feet of water year round. there are rocks, some christmas trees, lots of brush and boat docks and reeds. the water is pretty stained but not muddy

I would use a Norman Little N - Chrome with Black Back. Crank it just under the surface around any and all shoreline structure: reeds, bushes, laydowns, grass pods and etc..

Dang son! That offers tons of opportunites. So reeds are the only green things around? No submergent aquatics?
Lures wise, it's very hard to beat a 5'' senko-type bait in some form of green this time of year. At least as a blind-fishing bait while looking for beds, if that is your primary goal, bed fish.
I would imagine the fish up there are in the earliest stages of the spawn, with just a few up. You're probably gonna want to junk fish and throw one of several baits...some type of soft plastic tx-rigged, a lipless rattling bait, a suspending and floating jerkbait and perhaps a soft-plastic swimbait if the water is clear enough. If not, a spinner bait in the same areas. Find the fish with your search lures, then slow down and pick that little stretch apart.
