Do you use the vinegar in the brine and also to cover the fish? Is it divided use?

Do you use the vinegar in the brine and also to cover the fish? Is it divided use? Yes...discard the vinegar from step 3 after use.

Do you mix all the herbs into the brine or use an "herb bag" when boiling ?

Do you mix all the herbs into the brine or use an "herb bag" when boiling ? From the recipes I saw they seemed to not use a bag.
