When you change lower unit oil should there be alot of water in it?

NO if you have water in it you have a leak.

Prop shaft ,drive shaft, shift shaft seals? Presure test it and you will find the leak.Put fresh oil in it to prevent damage to the bearings until you fix it.

I got the oil changed out today and I got the boat registered.Keeping fingers crossed for a good local mechanic.
