If they do not meet USCG relations, can u use them in tournaments? IMO-Not if it is in the rules that you have to meet USCG spec's. I would read the rules (always a good idea) and then clarify with the TD.

Can they take the place of the other front lights, no they can not, you must still use your pole light. They are Sweet though and I would put them in my rub rail except mine is rope  Personally i think it would take a game warden wanting to be an [censored] to even question it.
