The most productive way to catch them is blind luck.
I have not tried night crawlers yet... That could be the ticket.

I camp at the Abilene State Park a lot during deer season and last year these to groups showed up with these very high dollar walleye boats, I went over and talked to them and them were walleye guides and turny fishermen and were down to catch some saugeye on kirby. 2 days latter after every trick they knew not a fish was landed. They were pissed. I knew I tried and never caught one but I felt better after those guys got skunked. I did see 2 40 lb limits come out of there on bass and some great crappie.

Texas Parks hired those guys so they could try to tell people how to catch them from what I was told. Didnt pan out to well.

ya ive seen only a few caught and a saugeye is a walleye and a sauger mix. being from up north in ohio it was a big game fish in lake erie. i have heard shallow cranks and jigs. idk i have also tried catching bass to. with close to 1.5 million saugeye and 500,000 bass stocked in kirby im suprised its not a great lake to fish. every bass i have heard of caught there has been over 10 pounds. they are there. just got to find them.

They eat up jerkbaits!Don't know anything about Lake Kirby, but I catch a decent amount of saugeye in our local lake on jerkbaits. Best eating fish there is!
