Mine is a 1994 115 HP and I had the same problem about 3 years ago. I tried a whole lot of things but what I basically did to fix it was to pump all of the gas out of the tank and refill it. I then cleaned all of the spark plugs. (I had replaced them earlier during troubleshooting.) I also drained and replaced the oil in the reservoir at the same time. I don't know if the gas had just gone bad or if it was bad when I bought it.

I didn't waste the gas. I put it in my GMC 1500. It burned it fine.

That motor idles on two cylinders, and at 1,800 rpm, runs on four.

If you carbs aren't sync'd correctly, it can cause exactly what you describe. Check you linkage and make sure everything moves in the right place at the right time.
