The starter on my 1995 115HP Merc spins but doesn't pop up and turn the engine. What are my options?

Sounds like the bendix on the starter is out. You can have the starter repaired.

Before you remove the starter you might try spraying some some "break free" or "PB blaster" on the gear and shaft, it may just be stuck....

1. Put a voltmeter on your battery, less than 12.6 volts, recharge or replace.

2. Lubricate the bendix gear shaft with a light oil. 3in1 oil is fine. Do NOT use grease.

My old 200HP Merc does the exact same thing if the battery is not fully charged.

I had a Mariner 150 do the same thing because of a weak bettery. Check that first!

check to make sure your battery cables are put on the right terminals (positive, negative). I have done this to my old Johnson... LOL!! took me about 3 hours to figure out the starter was turning the wrong way!!! hehe.
