The tilt and trim system on a 1985 Johnson 60Hp raises and lowers fine, but the motor will slowly bleed down from the raised position. I've topped off the hydraulic fluid the best I could; what else may be going on, and what can be done?

Oh, there seems to be three raise/lower arms and cylinders on this system. There may be a slight escaping air sound from the center one.

2 possibles.
packing has gone bad internally allowing fluid to go past or,the cheaper cost, the valve in the pump is bad which allows the same.

How user serviceable are these scenarios?

The Packing is the internal seal on the Hydraulic Ram piston that raises and lowers the TNT.

It's a silicon or rubber "O" ring with a teflon ring on either side.
