Stuck in reverse

New boat to me...A buddy and me were out replacing the bunk boards on the trailer. When he went back around to put the boat on the trailer, he had to wait for the crowded ramp. All of a sudden he realized he was going in reverse when the throttle showed forward.
We couldn't get it out of reverse. Finally we landed the boat on the trailer and went back to the house. We were able to get the prop in neutral pushing on the throttle and the cable ends on the outboard. Move the throttle again and it's back in reverse.
What do you think cables, throttle control, worse?
Boat is a 97 Nitro with a 115 Mercury

Shift cable broke, will push but ca`nt pull.

I can run the cables and wires....
How do I get the throttle control off and the cables off the outboard. Any tricks, hints, or hidden gotchas?
Is it one cable or both? Should both be replaced
Any other advice would be helpful as well. I'm a 'newbie'
