While putting the boat (1997 TR-19) up last night I noticed the continuous humm of what sounds like the bilge motor. No water is coming out, and all of the switches are off. The only way I have able to get it to stop is to unhook the hot wire from the battery. Is it possible for a switch to get stuck in the on position? Also, I am assuming it is the bilge motor since it is coming from the bilge area, but could it also be a pump for the live well? If so, how would I diagnose and fix the problem? The reason I ask about the livewells is that I did run them yesterday since I was fishing in a T. Never had a problem with either, by I have had some sort of power drain problem when the boat is stored, which has caused some grief with starting batteries.
Thanks for any help you can provide.

Yep, could be an auto bilge pump with the float switch stuck. Could also be your livewell pump that fills your livewell. Check the switches on your timer.
