Alabama rig set up?

Can anyone tell me whether or not the lead weight on the Alabama rig should be fixed? I am not quite sure if it should be able to slide down the wires or be static.

Should be static, striper fishermen on the east coast have been using them for a while. I'd google it and look at a pic
