Stewart's Creek Park in The Colony is good for either choice, it's directly across from a good sized marina if you like to fish that way, and also some coves that are holding bass chasing bait right now (been catching them there the past couple of weekends).
It's also off the main water body, so won't get the 3-4ft rollers that are pretty common in the main lake. And coming from Wylie it's one of the closest ramps for you.
They do charge ($10 I think, I have a yearly resident pass so not sure), but so does every other ramp on LL. But it's not nearly as busy as the west side ramps, so good from that perspective also.
Anyhow, I sound like an ad, but that's where we normally lauch, and it's still a good ramp (21' bass boat launching with no problems, and courtesy dock still has 30ft to go before beaching).
Also, you can launch the tube anywhere in the park, there is an island and good cove on the NW side of the park (away from the ramp and marina) to fish around if you want to park over there. I've caught some from shore at lunch off the point just before going north from the marina.

Point Vista is pretty good too the entire cove is no wake and the big waves are blocked at the entrance too. I used to fish there all the time with my little 8' plastic boat. Out towards the main lake it has some nice big rocks to fish around that get pretty deep and towards the back there is timber to fish. So you get a wide variety of cover in a small-protected space.
