Annual pass per calendar year is correct. I'm not sure if they're handing out a flyer with purchase to tell you the sticker goes on the trailer tongue. For years it has been on the stern of the boat but they apparently changed the policy this year without telling anyone. I got a ticket left on my truck a couple weeks ago. I am disputing the citation since I bought a permit back in May and the store clerk said nothing of the new placement policy.

Navajo opens kinda late. On sunday its like 9 or so.
the one by the casino beach ramp opens early on sunday, at lest by 8 Its next to the small stone buildings as you drive into the park, thats where i bought mine.
