If you could just do one of these techniques, which would you use TYPICALLY, I know one is a little better than the other on a specific day, but I would like to know what is prefered and what bait is used and when would you would prefer that technique

1/8 picasso shaky head with a straightail roboworm and I would use it pretty much always.

Different situation different baits. You don't want to throw a shaky head in a super thick laydown as the head is more prone to hang up vs a tx rig. Now boat docks and standing timber and such a shaky head can be icing on the cake. Typically since I fish lakes with alot of laydowns and such a t-rig is my hand if I throw a plastic.
I can backlash toilet paper.

I just like tx-rigs better but havent enough experience with shakey heads. tx-rigs are especially great for grass and wood and reeds...for me at least

I prefer a shakey head. It will definately get hung up more, but I feel like the increased amount of bites is worth it.

I'm a huge shakey head thrower, I prefer a 3/8oz Picssso on most deep structure lakes

cross of the 2. I get football shaped wieghts made for me in 1/4 and 3/8 ounce sizes with the holes through the side instead of the ends like an egg weight. I peg the sinker and use a lightwire ewg worm hook and add a handpoured plastic like a whopperbaits craw or thinesse worm. I can work it like a shakey head and crawl it slowly with pauses and shake the bait along or I can flip and fish nearly any depth I want. If they pick up the bait and drop it immediately then I'll switch to an 1/8 or 3/16 shakey head. 90% I can use the 1/4 rig use bait casting gear and 14 to 17 pound flourocarbon line and catch fish others are having to shakey head to catch. The football shape weight is way better in rocks and you can feel bottom way better than a bullet weight. One huge advantage to this setup is I can switch hook sizes for the bait I'm using and if I'm fishing areas where a heavier hook is needed I can add one.

Tx-rig is my preferred way but you also have to pay attention to the bass. They will tell you which way they want it.

i would go shakey. sizes and weights of shakey heads are a wide enough range that you can cover most situations.

I prefer a SH over a TR, but a TR has its place.
One thing you must remember is that you should not limit your SH fishing to finesse worms. Net Bait Paca Craws, Yum Craw Papis, Biffle Bugs, and other plastics work well too.
