 eagle skimmer transducer ratchet install help needed!

I lined up the little ratchet disks with the "A" and the dot, but when you put the transducer between them, it does not MESH with both sides. It will only mesh with one or the other. Is this the way it is supposed to be? I followed the directions and is said nothing about it.

Man I went crazy trying to figure out that little ratchet disk- I fixed mine---
I put the transducer inside the boat and threw those disks as far as I could...
