First question.

Do I need a leader and tippet?
How long should my leader and/or tippet be?

Also, is a size 8 wooly bugger too big for small stocked trout (6"-10")?

You need a leader of some kind. The length and type would depend on the kind of line and fly line.

I think size 8 is large for the stock trout, I think about a size 12 would be better.
