Not sure about Mesquite but if you have no luck in public ponds try a bigger pond. Head east to Dalrock and I30 (about 15mins or so from Mesquite) and try Lake Ray Hubbard. Plenty of space for bank fishing only this time of year you better be up at the butt crack of dawn. Wish I could join ya but I work too damn much.
Might ask at www.texasflyreport.com too

Here's a list of community fishing spots including Mesquite maintained by Texas Parks and Wildlife http://www.tpwd.state.tx.us/fishboat/fish/recreational/lakes/cfl.phtml?r=2

Why not try a popper/dropper? Tie about 18"-24" of tippet on the bned of the popper, put a small nymph or other subsurface pattern on the other end, small enough not to sink the popper, and take that fishing. You'll need to open up your casting loop a bit but it gives you something subsurface as well as the popper. I have found it to be quite successful on occasion.

Robin is giving good advice. I might also try an olive wooley bugger or small micro jig. Even when the fish won't take surface poppers these seem to work for me.
