Went Sunday in hopes of getting in to some fish @ the bubbles by the Marina since I've done well there in the past. Took the boys out in the canoe and couldn't go really far from the Marina due to rec. traffic, etc. I assumed those bubbles were going all the time but as it turned out; Sunday they were off!! Had to improvise and catfish instead. Any idea why or how often they are turned off or on.

I have no idea what bubbles you are referring to on EM. There is a pipeline outside of Eagle Mountain Marina, but it hasn,t been used since May, probably wont be used anytime soon. No help from me, sorry.

Beside the big rock wall @ Eagle Mountain Marina is where I'm referring to(orange and white bouys). Bubbles were in full force around May so I assumed it was always that way. You say "since May" so I'm assuming that it stopped around then. The bubbles were genereated b/c of that pipeline I would assume?

That is where the water comes in that originates from Richland Chambers or Cedar Creek. They only use that pipeline about a month a year. It costs too much money, according to Tarrant Regional Water District.
