I am not sure of the name of the highway, but if you can make it to the Kemah boardwalk, there is some good wading water all around. I have fished that area quite a bit, (especially in the summer months)and managed to do fairly well.

Dont let Justin lie to you, he was there but he was diggin out a backlash. Just kiddin, There are a lot of good spots to wade around Kemah. Go under the big Kemah bridge on 146 and take a left at the stopsign. To the right is the bay and to the left is the pond. You can catch fish in both spots, but its been slow lately. Good luck

Hence the name "Kemah Pond". I have seen many reds, and a few flounder come out of that small body of water. Below, you will see a small flounder that J.B. (JBH1979) pulled in while we were fishing in the pond.

Yup, seabrook flats. This is a map of the Pappadeaux on Waterfront. I'll use this as a reference: http://maps.yahoo.com/maps_result?addr=309+Waterfront&csz=seabrook%2C+texas&country=us&new=1&name=&qty=
Near 10th street and Toddville, there's a small bridge and beach. You can wade out there, though it's been pretty slow lately.
I don't know where you can access the kemah flats by road though. Anyone have any suggestions?
