Fish Pass on the CC bay side is a good place to try. Got sand bars, mud/grass, potholes, etc. Try further south down the shoreline towards Deadmans Hole. Might look at Steadmans flats/reef area just behind fin & feather. Or try the north jetty early in the morning. Green plastic grubs w/jighead or freelined live brownies work well there.
As for Sand Eels, try pumpkinseed/chart tail. Purple/chart also does well for me. If you want to try TTK's the white/pearl color has done well in CC bay for me. Hope this helps, good luck.

If u r in that area, u might as well try dead man hole and also dead mans hole. Both are right down the highway from fish pass. U should be able to find fish at one of those spots.
