There might not be a list like that. I'd just look at the TPWD site for public water bodies for each lake you've got in mind.

Going to do my best here, but I have not been to most of these. These are all smaller body lakes, but I don't know what limits they have on motors. LBJ/Caddo Grasslands Bryson Big Creek Ratcliff Bouton Fannin Randall Mertzon Lake Kimble Welch Lake Lake Bonham Canton lake Boykin Springs Lake Hawkins Tyler SP Fort Boggy SP
In Oklahoma, the pumpback is trolling motor only. But that is the only "no outboard" lake I know of. I think Dripping springs is a no wake lake. All Oklahoma Wildlife department lakes are no wake (I think there speed limit is 6 MPH).
Lake Carl Etling Lake Evan Chambers Lake Vincent Lake Watonga Lake Elmer American Horse Lake Lake Vanderwork Lake Hall Lake Burtschi Lake Dahlgren Lake Jap Beaver Lake Nanih Waiya Lake Ozzie Cobb Lake Schooler Lake Raymond Gary

Citizen's list is a good one for small, off the beaten path lakes that are great for the yak. But even then, I'm pretty sure there are only a few even on that list that actually have restrictions like you're talking about. For example, there are only a few within the LBJ/Caddo grasslands that have any kind of motor restrictions, in spite of what people may think. They're just hard to launch a big boat at. I'm pretty sure that LadyBird in Austin does not allow outboards of any kind, and no doubt there are others, but we're not talking about a long list here. Many state parks are no wake, but that's it. Heck, the lake at Daingerfield State Park is only 80 acres, but according to its page on TPWD you can launch a boat up to 65 feet on it and I'm pretty sure it's not even no wake.
Again, I think your best bet is to find a lake and look it up on either TPWD or possibly the local city/town website.

Here's the complete list from TPWD. Most community fishing lakes do not allow gasoline engines. Some do, and some have 5 mph speed limits. A good rule of thumb is if it's within a city park they don't allow gas engines.
