do you think starting a petition to try and get the state or tp&w to build a fishing pier down at roll over pass area would be worth trying or not? what you think

I thought that when they shut down the pass, they were going to build a pier. I thought it was a done deal.

Great idea, but a petition probably won't get you very far. Signatures don't generate any $$$. If you had funding in place and brought +/- $200,000 to the table, either through possible grants or private funds, you'd get a lot more attention. Having some sort of concept plan would be helpful as well. Where would the pier be located? Who currently owns the property? Would they be willing to sell/lease access? Is there already public access available to the site? Will improved roads and utilities need to be built? Who will maintain it and be resposible for liability issues? There are a lot more costs associated with the pier other than the construction of the pier itself. The more hard work and effort you are willing to put in up front the more people will listen.

TPWD or the State would have to lay off 5 to 8 employees to generate enough money to build a pier if they were to provide funding. It's sad when one hard working person has to lose their job just so another (construction, engineer, etc.) can feed his or her family. I've been in the engineering and design industry for over 15 years and have seen both sides of the fence. It's not pretty either way you look at it.
