I have a Johnson 115 I bought new in 1996, When I turn the key now, the starter spins but does not raise up and engage the flywheel. So, is the starter bad or could it be something else?

If it is the starter, it looks like there are only two mounting bolts, looks simple enough. Am I missing something? Thanks.

before anything else I would clean the starter shaft--not with WD40..put some light oil on the shaft and give her a try..

IF that doesn't work..
the two bolts should get her off..

Lube the splines of the bendix. They look like coarse threads and they make the gear raise up and engage the flywheel.

The starter shaft raises up easily by hand, so it's not sticking like that. Thanks for the advise guys. I will try to do it myself.

Have you recently hooked up the battery (Cleaned connections) or replaced battery? Check polarity.

Well, it's not all that easy. The top left bolt won't come out all the way without removing all sorts of other stuff first. Also, there is a third mounting bolt bottom right, almost hidden by other stuff. Can't even get a wrench on it. Looks like I am off the water until I can find out how much this is going to cost and how long it will take. BUMMER!!

Yes, I have. Brand new battery. By check polarity do you mean make sure it is neg/neg pos/pos? I believe I am good on that. I even hooked it up to my battery charger, on boost, to make sure I hadn't bought an uncharged battery. I could hear the acid bubbling, but nothing changed. The starter spins but does not come up to engage the flywheel.

either not enough power or the starter is weak, you can rebuild the starter easy enough.
its not that hard to remove either, I have an 82 johnson 175 and just unhook the power wires first then work a socket in to the hidden bolt, next the other side bottom then the top last.
if they are hard to start take a small hammer and lightly tap on the heads to break the threads loose, they are probably just coroded from the alum/steel diff.

1996 115 has all of the VRO in the way at top and the starter solinoid in the way at the bottom bolt hop.
