Only thing close is wade fishing. That is the way to do it, wade. But there are good surfs to fish, piers and jetties to fish as well.

Texas City Dike would be a place that you can bank fish from and at the ferry landing in Galveston. The ferry landings have 3 or 4 docks and only a couple of times a year do they ever utilize all of them. The ferry landing is good because it has a parking lot and restrooms right there. One other place is the spillway in Bacliff. During the winter hot water discharge from the power plant brings in all kinds of fish. The only thing bad about this place is that people don't seem to know how to clean up after themselves and the banks can get trashy.
Piers or wade fishing are your only other options that I know of in the Houston/Galveston area.

the wadefishing off the dike is pretty good. i don't recommend fishing the spillway because most of the people there fish dead shrimp on the bottom and that only brings in trash fish. i did see one bull red there though that woulda gone 50+ in
