Which ever one maintains your boat/trailer level while towing. You don't want the tongue too high or too low.

Easiest way is to set the boat/trailer on level ground and raise or lower the jack until it's level. Then measure the height of the hitch from the ground. Now park the truck on the same level spot and measure the height of the hitch. You'll want the truck height a few inches higher to allow for spring compression from the weight of the boat.

If you're going to be off a little I'd rather the trailer ride just a smidge high on the hitch rather than low.

Is this one of the tahoes that has a step bumper with the hitch under it like a truck or has the hitch coming out the middle of the bumper? If it is the later, they seem to sit really high, you may want a bigger drop.
