Wow, nothing like a simple question with a very complex answer. There are way too many variables to answer that sufficiently. Let me just say that both before and after a rain (if it isn't too severe) can be great times to fish. Other weather, water, and seasonal factors have to be taken into consideration, but by all means, if you get a chance, go fish.

After a big rain is good, fish come up on the flooded plain to forage.

I love fishing an almost submerged tree after it rains.
You know the old saying
If it floats, flys, or f___s it is always cheaper to rent!
You have to decide which is more important.

Must be pretty good right before; we caught 25 and lost 11 in 5 hours, fishing the same cove due to high winds.

Right after to several days after. Catfish get excited with running water. I don't chase scaled fish most of the time, so muddy water is not a problem.

I heard before a storm the fish go on a feeding frenzy because of the pressure change coming which makes them uncomfortable and sends them to deeper water for comfort. Something to do with their "air sack?" and barometric pressure I think. Then two or three days after the storm when it stabilizes they go back to feeding. Not sure how true that is.
