I read in "In Fisherman" magazine that during the summer the water plants produce oxygen when the sun is out and the fish get more active. However, when the sun goes down the plants consume oxygen and the fish get sluggish. Maybe this explains why the top water bite has turned off?
However, if this is a very small pond maybe the big fish are getting wary of your tatics? Not sure how many times the same bass would be fooled by the same technique.

morning: throw minnow-like & top water lures afternoon: get out of the heat rest up for the evening evening: throw frogs along the banks and weeds; inline spinners are great, too night: throw dark colored spinner & buzz baits

Throw dark colored baits with a big profile and put it right next to where you think the fish should be. They still need to feed, even if they can't see the bait that well, they'll feel it with their lateral lines.
