Fished Ray Hubbard today and saw a ton of tiny shad near the surface swimming either on their sides or upside down? Is this the lingering effects of the cold or something else??

I'm no expert, but I saw the same thing on Winnsboro today. Cold is my guess.

Exactly what bugs said some are dying because the cold water temps nothing really to worry about though.
