I've got some small dings/nicks on my prop for Yamaha 250. Got them from rocks at a shallow ramp. Can I just file the edge down smooth?

NO... do not file anything off a prop. escpecially with a carbide file! prop will rust,and when it needs to be welded it will explode cause the carbide embeds into the sst prop.
if your gonna "smooth" the edges just use sand paper or ??? on the push face and the non pressure side.
best to have it welded and repaired correctly.
nicks are where cracks start!!!
