Volts should be 12-12.6
Red to +, Black to -. Set your meter on DC 20 and you should be good.

A fully charged battery in perfect condition should read 13.3v.
24v system: the two batteries fully charged should be 26.6v
Use instructions above to test.

I don't know if you have a Harborfreight near you, but here is a link to the tester I use. http://www.harborfreight.com/digital-automotive-battery-analyzer-66892.html
It will test voltage, resistance and cranking amps.  It will tell you if the battery is good or bad. A multimeter does not give a complete picture. Many times a bad battery will show the correct voltage but will not have enough amps to be any good.

Have a Blessed Day,
Mike

Mr Willie - that is not correct. If you're reading 13.3 volts on your batteries, the charger is still plugged in and has gone to float mode!

~12.7 volts is the normal terminal voltage for a fully charged battery!

There was a previous post discussing this issue a couple of days ago.

Amen, Most fully charged batteries read 12.65. I've never seen one read 13V or higher unless the charger was still on.

A cheap hydrometer ($5 to $10) will indicate the internal condition of the cells individually. You don't even have to know how to read them as the float is color coded.
