The electric circuit that runs
Fridge, washer, Gas Dryer
as enough power to light a tester but does not pull a load when you turn on the anything
the breaker does not trip
also have a few sparks around the neutral at the bottom of the breaker panel
Any help, I replaced the plugs already

Carefully check and make sure all connections are tight on your panel where all the white and bare wires are connected. Since the panel is sparking you should probably get it checked by a pro

Is it the neutral homerun for that circuit attached to the neutral bus, or is it the neutral for your service that has sparks?

It sounds like it could be a bad neutral, I take it your using a light pen to detect the magnegtic field. Try making sure that the neutral going to the bus bar in the panel is screwed down tight. Then go and check all the receptacles in the circuit making sure all the screws are tight on the hots and neutrals (with the breaker shut off of course smile.

If its aluminum wire its most likely a loose screw on a receptacle.

Check the wiring from the receptacle that feeds it....usually a few feet away or on the wall behind it. If you dont find a bad connection there, I'll be surprised. ( make sure the wire isnt stuck in the back of the other plugs too. ..they need to be under the screws.) Sometimes it's two -2 plugs back towards the breaker.
If you dont find anything, swap the breaker with another one. It cold be bad. If there are any junction boxes anywhere....check all the connections ( wire nuts).

Here is a pic of the neutral
Lot of the corrosion is from the doorbell transformer(pic below) that was attached to the neutral bar
The one burnt neutral is from an overloaded microwave circuit (I will be pulling a new wire for this circuit)

These guys may be right but anywhere you see sparks is where the loose wire is. Tight connections don't spark.

if it won't pull the load you have a bad wire/overloaded circuit.
get a ammeter and set to ac volts then check the plugs to see what voltage you are getting at the plug, next check the breaker to see what the voltage is there. if you have 120 at the breaker but not a plug (or even 2 or all) a wire has gone bad, rodent chewed etc.
if the breaker does not have 120 replace it and test the plugs again, if still no juice at the plugs its a wire.
also what amperage is the breaker for those 3, should be a 20 not a 15amp.
