Seems that most articles I read say stripers love cold water and are a cold water fish..however I seem to read alot on here that stripers prefer a slow to no movement bait presentation. Why is that? Do hybrids and striper react differently to cold water?

No, but the bait they are after does. Cold water doesn't affect them - it affects the bait they chase. The more energy you expend in cold water, the weaker you become - fish are very efficient. If bait moves slow, they don't have to move so fast to get it.
