 25hp mercury shift problem

I replaced the water pump now it will not shift. I did'nt move anything when I had it apart but will not shift into gear forward or reverse. Now how do I fix it?

Move throttle to idle or the shift block out is jammed.

Arm off of the throttle linkage that will not allow shifting unless motor control is at idle position.

I can turn throttle and see linkage arm moving like it should.
