Yes there are five (5) fish in a tourney sack. That is almost always the case for all team or individual tournaments. Most of the tourney directors try and get all fish released alive. In this case Mark Howard has a very good set-up with circulation and good water within ten (10) feet of the scales pictured. Mark reported that with all the fish released that day only one expired before being returned.
They are almost always released together and at the same spot and some anglers even target areas of high tourney release for later fishing for a resident population. The points at lake Fork Marina and the Minnow Bucket have been beaten like a red headed step child and still you catch fish with recent hook marks in em.
