I heard on the news the other night the Texas City Dike and fishing piers were completed. Locals get in FREE but tourists pay a toll. Which piers were they talking about?

i was there today to check on the progress and 61st had a lot of people but not very crowded. dont know if they were catching anything. we drove past 91st pier and they have done some work on it. the middle pilinga are now gone and there is a ramp connecting it to the seawall but they have a long ways to go if they hope to have it opened by next summer.
