Is this place open to fish? I want to take my kids fishing there and was wondering if I should. Is this the place that they just opened and started charging to fish? If so any suggestions of where to set up there and what to use as bait. Any comments would be appreciated.

Yes it is. The fee is 5 bucks a car for non Texas City residents. I would suggest fishing on the right (south) side of the road. Even though I haven't fished there since I was a kid, it appears to be very rocky, like jetties. I would fish shallow and not fish bottom like I normally do.
I'm always catch and release, except for cut bait.

I was @ the dike last saturday morning. I fished the right hand side. I donted a ton of tackle fishing on the bottom, guess there is a lot of debris down there still from the hurricane. The weather wasn't good, went 0-fer

It would be wise for you to get a license no matter where you fish. The penalty is far greater than the license fee. I also suggest you look into joining the Coastal Conservation Association (CCA).

Was at Texas City today (9/30) and there was a lot of people there. Only piggy perches.

A buddy and I were there too. The whole night we got gafftops and croakers. The only exception happend around 11:30pm. A big black drum hooked to my friend's line. Around the same time another group of folks neighboring us also got one with the similar size. Btw we fished about 1000ft from the end.
