Tonight I went to J.Pool after dinner. (6:30-8:00) Between the intake by the dam and the State Park I found pods of shad skimming the surface all over - acres worth, but only a few jumping out of water as though they were being chased. I threw tailhummer, rattletrap, slabbed off bottom, trolled HBPS combo and only had 4 dinks, 1 keeper in 1.5 hrs. Birds were on water in a cluster but not feeding. Shad all over but few fish - What gives?

Definitely weird. Maybe the whites and gulls had already ate their fill? That is the only thing I can think of.
