Have the rules changed for striper and whites for Lake Texoma? This information came from TPWD

Fishing Regulations
Two-thirds of this lake lies in Oklahoma. Anglers with Texas licenses may fish in the Texas portions of the reservoir, or purchase a Lake Texoma license ($12) to fish the entire lake. The following length and bag limits apply to the entire lake:

Guadalupe and spotted bass have a minimum length of 14". Combined bag limit for Guadalupe, spotted, largemouth and smallmouth bass is 5 fish/day.

For striped bass and hybrid striped bass, the combined daily bag limit is 10. There is no minimum length, but only 2 fish 20" or longer can be retained each day.

White bass have no minimum length and a daily bag of 25 fish.

For blue and channel catfish, minimum length is 12" and daily bag is 15 fish.
For flathead catfish, the minimum is 20" with a bag limit of 5/day.

Black and white crappie have a 10" minimum length and a combined daily bag of 37 fish.

For walleye, minimum length is 18" and daily bag is 5 fish.

I don't get the under 10" keepers. I don't even keep them unless they are 12". Just not worth messing with!

I feel more like I do now than I did when I first got here!

I normally try to keep the bigger ones around 12" or so also Mark, but if it's going slow I'll start measuring em and will take the smaller ones home, they are good sized filets for my kids if nothing else.
As for a lake with no minimum length, I think it's more of a knee-jerk reaction than anything else as far as it hurting the population, in my recollection I've never seen a lake fished out of sandbass due to people pulling to many of them out, but I have seen some instances of where they just seem to die off in huge numbers when they get overcrowded, I think sand bass are one of those fish that breed and grow so fast that you don't have to worry about catching to many of them.

You don't fish them out, but do reduce the overall size average in my opinion. I can remember as a kid in the mid to late 60's when 18" sandbass wasn't that uncommon. Not so most places today. More fishing pressure I think.
