Boy, that's tough. First, I would take a white Humdinger and a Limit Getter gold holographic in 2oz. For surfacing stripers/hybrids, a Pencil Popper or other popping lure. The Humdinger works well for most everything, surfacing or slab-type fishing.
Just my $.02.

Dang it, Pfaff beat me to my answer.
Little George and 1 1/2 lead slab. Chartreuse all the way!
When all else fails, make another cast.

A Pop R and Storm wildeye, if this is for all year long. However, if you are just talking about summer, I may change that to a topwater/slab.

2 oz chartreuse Prune Picker Slab with white buck tail and 4" Glo Sassy Shad on 1 oz Reaction Lure head.
Those are my favorite Hybrid and Striper lures and I have caught some mighty mean white bass on those...even a few huge crappie.

I'm going stretch "two lures" a bit - and for this time of year:
Lure #1) A 1 oz. TNT Chart/White Casting spoon with a 1/0 size Chart/White Clouser fly about 2' above the spoon on a dropper loop. This time of year, I usually get the largest fish on the fly, hybrids included. Great for jigging and low-topwater.
Lure #2) Magnum hellbender diver with a #13 pet spoon. (for this time of year)

If anybody left out big top water lures, they aint ever caught big hybrids and stripers on a pencil Popper. My tackle box weighs in at close to my own weight but in reality it has a lot of my favorite two lures. A 2 1/2 oz Sooner Big Cranker slab in a variety of colors and 6 inch Pencil Poppers.....chrome with blue back. Both have caught hundreds of fish for me and are my go to lures most days.
