On a recent weeklong trip (6/22-27) up to Ruidoso I fished 3 different spots from the upper canyon to the downtown area. Flow during my visit on the Rio Ruidoso was ~10 cfs. The very small (4-6") brook trout are few and far between. The stocker rainbows are in there, but even less abundant. I managed to catch a few BRK and RBT each day, but had to super stealthy as these fish spook very easily. I would suggest dead drifting a single bead head nymphy from the bank as you are crouching behind cover (boulder/trees).
On another note, the fishing up at Bonita lake is great and full of hungry stocker trout. I went up early one morning and caught countless 8-12" RBTs. I caught them early on dry flies and later on a nymph fished under a clear bubble bobber.

I'm thinking about a trip out that way in the near future as well.
