Ok so I know the tide chart/times, now what is the best way to fish a low tide (which means water going out?, I think) and the best way to fish a high tide (water coming in?, I think )? Im a little new to this so any help would be greatly appreciated.

A lot depends on where you are fishing. Remember these are tide predictions and not gospel. There's a lot of other influences to water movement so don't be surprise to get to a spot and the tide is going out when your chart says it is suppose to be going in.
A general rule of thumb is to follow the water. If it's coming in, you want to be inside the mouth or toward the very back of the lake your are fishing. If the water is going out, you want to be on the outside where feeding fish are setting up to ambush bait being pulled out.
This rule is not absolute by any means. Look for other signs as well when fishing for example birds, bait activity, and slicks.
